Advancing Funding Options for Early Childhood Oral Health
Early Milestones Colorado is dedicated to enhancing family support and education, health and well-being, and learning and development, collaborating with public and private organizations to improve early childhood systems. With support from Delta Dental of Colorado Foundation, they are leading a crucial project to strengthen funding for preventive oral health screenings and services in early childhood settings. Securing funding is pivotal for expanding the role of Child Care Health Consultants (CCHCs) in Early Childhood Education (ECE) settings, which will enhance the integration of oral health services and support positive oral health outcomes for preschoolers.
A key focus of Early Milestones is to ensure that all children, especially those historically marginalized, have access to the opportunities and resources needed to thrive. This project aligns perfectly with Delta Dental of Colorado Foundation’s mission to elevate the well-being of all Coloradans by advancing oral health equity. The foundation partners with community organizations to provide innovative and equitable oral health solutions through grantmaking, policy advocacy, and systemic change initiatives.
Early Milestones has engaged with various stakeholders, including the Colorado Department of Public Health and Environment, Healthy Child Care Colorado, and other state agencies, to align goals and share best practices. These collaborations are essential for expanding the role of CCHCs and integrating oral health services into early childhood care.
Why This Work Matters
Oral health is a vital component of overall health, especially in early childhood. Poor oral health can lead to pain, infections, and difficulties in eating, speaking, and learning. These issues can affect a child’s overall well-being, including their ability to concentrate, perform well in school, and develop socially. By focusing on preventive measures, we can mitigate these issues before they become severe, improving the quality of life for children and reducing long-term health care costs. Additionally, good oral health practices established early in life contribute to better overall health outcomes as children grow.

It is important to highlight several findings:
- Role and Structure of Child Care Health Consultants (CCHCs)
- In Colorado, CCHCs provide consultation and education services in early childhood facilities. However, unlike other states, Colorado’s CCHCs do not typically offer direct services or screenings.
- Colorado could explore the possibility of adopting a staff model for CCHCs, like other states, to provide a more structured and less fragmented role. This model would streamline oversight and funding.
- Funding Options for CCHC Services
- Currently, Colorado child care facilities pay for CCHC services without public funding.
- Most states use Maternal and Child Health (MCH) and Child Care Development Fund (CCDF) block grants to fund CCHC services.
- Exploring the possibility of categorizing CCHCs as community health workers could provide a sustainable funding source.
- Legislation and Rule Changes
- A bill introduced this session aims to codify the role of Child Care Health Consultants (CCHCs) in Colorado. If passed, this legislation could lead to future appropriations from the state legislature, providing a more stable and sustainable funding source for CCHC services.
- New standards for providers participating in the Universal Preschool Program will go into effect on July 1, 2025, including voluntary developmental screening services.

This comprehensive approach ensures that our youngest Coloradans have the best start in life, prioritizing both their oral and overall health.
